JSO District 3 SWA Meeting / January 2026

JSO District 3 Commander Petena Tillman hosted an in-person and online, District 3, all sectors,

India, Juliet, Kilo, and Lima, Sheriff’s Watch Advisor, SWA, meeting on Tuesday, January 22, 2026,

6:00 PM, at the District 3 Substation. What follows is a brief summary of the meeting topics, plus

District Leadership Attending

* Commander Petena Tillman, District 3 Commander.

* Sergeant Amanda Eanes, District 3 Patrol Administrative Sergeant.

Blight Abatement Unit

* Presented by JSO Office A. Lutze.

* Unit force of seven officers and one sergeant.

* Described and defined blight, with illustrations of homeless camps and the destruction they bring.

* Highlighted multi-agency approach of JSO, JFRD, COJ, FDOT.

* Definitions, protocols, general information and resources of the discussed topics:

* Blight - (noun) an ugly, neglected, or rundown condition of an urban area.

* COJ Office of the Blight Initiative: (Mayor’s Executive Order) There is hereby established in

the Executive Office of the Mayor the Office of the Blight Initiative. The Office will operate under the

authority and direction of the Chief Administrative Officer. This office will establish City-wide blight

elimination programs and initiatives as directed by the Mayor, and will serve as the Mayor's Office

liaison and oversight entity to all operational departments implementing blight elimination programs

and initiatives.

* Homeless individual - an individual who lacks a fixed, regular, and adequate nighttime

residence; and, an individual who has a primary nighttime residence that is a supervised publicly or

privately operated shelter designed to provide temporary living accommodations (including welfare

hotels, congregate shelters, and transitional housing for the mentally ill);(B) an institution that

provides a temporary residence for individuals intended to be institutionalized; or(C) a public or

private place not designed for, or ordinarily used as, a regular sleeping accommodation for human

* Jacksonville Fire and Rescue Department's Providing Assistance to the Homeless (JFRD

PATH) Team has provided 24/7 outreach to people experiencing homelessness and helped connect

them with resources. Crews made more than 900 contacts and took 60 people to the Trinity Rescue

District 3 Crime Statistics, News, and General Q&A

meeting.

* Reemphasized importance to promptly reporting all behaviors and situations contrary to good civic

order.

* Field

of the planned presentation on Urban Blight followed by a Q&A for the SWAs and guests.


District Commander’s Recommendations / every meeting:  JUST CAN’T SAY IT OFTEN

ENOUGH!

* REPORT! REPORT! REPORT!

* LOCK CARS. LOCK DOORS. LOCK GATES. Most criminals commit burglary via unlocked doors.

* Never leave firearms or cash in vehicles. 100% of firearms stolen from vehicles are used to commit

crime.

* Locks, fences, lighting, surveillance video, doorbell video, and nosey neighbors help prevent crime!

* When in doubt, ALWAYS CALL 911. SEE SOMETHING SAY SOMETHING. DO NOT HESITATE!

* Report neighborhood nuisance and noise complaints.

911 Protocol

* The goal of the communicator/dispatcher is to locate - protect - apprehend.

* The location of cellular callers is immediate with a resolution of tens of yards.

* DO NOT HANG UP! Hanging up delays the reporting process.

* Calls for service are prioritized by type of incident and availability of required resources.

** Level 1. Immediate, life threat, in progress. Respond NOW.

** Level 2. Immediate, non-life threat, in progress. Respond NOW.


** Level 3. Respond within 15 minutes, incident ongoing, not escalating.

** Level 4. Respond within 30 minutes, routine.

* Texting to 911 is operational, but voice call preferred.
